I had been noticing it for the past 2 days and it has been burning when I try to whip it off should I be concerned about that and is their something I can do to take care of it

It could be one of many conditions, but it sounds like good old athlete's foot, also called jock itch, crotch rot, and all sorts of terms. It's a fungus that you can get anywhere on your body, usually in areas of skin folds, moisture, and lack of air circulation.
You can buy different ointments at any drugstore. The pharmacist can give you helpful advice too. Keep clean, unscented soap, rinse well, pat dry, air dry WELL on your bed or walking around, and apply the ointment. Wear loose fitting cotton underwear and pants. Spend a week or two couch potato-ing to give the area extra air time.
Although common and mostly just annoying, you need to really work on this, because it's contagious, it can recur, and it can get worse, requiring prescription treatment from a doctor. Examine your toes often and scrub and bleach your shower floor often. I would even pat your crotch dry with a paper towel to throw away each time you shower, and wash with one too.
