Since I installed a new water heater I have air in the hot water lines. None in cold water lnes.

It may take an extended amount of time to purge all the air from the water heater.

Tell us more about the installation. Who installed, gas or electric? Did the installation include heat trap nipples? What kind of piping? Are you on a municipal water system or a well?
Cold make up water is piped to the bottom of the heater, hot water is taken off the top. Air is lighter than water and therefore rises to the top. Any air trapped in the heater should immediately be purged as soon as you open a hot water faucet.

Suspect that you are mistaking sudden interruptions of water flow for burst of air. Does this occur at all faucets?
