We have pulled very old tree stumps lining our property line. The stumps are lined up root side to our neighbors and the cut truck toward mine. Is the line at the root end or the cut end. It is only a matter of about 3 feet of stump so it is not very significant.

The property line is where the Surveyor says the property line is... its not based on trees.

If you have the blessing of the neighbor when doing this.. there shouldn't be any issue of what is on whoes side of the line.

Probably not. Property lines were, sometimes, many generations ago, so it's theoretically possible.

But the property line doesn't somehow move when you pull up stumps which are supposedly on the line. Are you asking this with the idea of leaving the uprooted stumps where they lay, as some sort of a fence? Then get them to your side of the line.

I was reading this to be who was responsible and what could one do with the stumps that fell on a property line... perhaps they can clarify better.

I see. The answer is neither. While a property line might be visibly delineated by plantings, plantings grow and shift over time. So they are not a reliable indicator. Only a survey can legally determine boundaries.

Your question isn't clear because it sounds like no one really knows where the property line is. Placing stumps on their sides has nothing to do with defining the line, and it seems VERY un-neighborly to leave them there at all, especially with a bunch of roots aimed at them. Why dig them up and then leave them there?
Most local ordinances do define how fences must be placed, with the 'back' side facing the person who puts it up, as a courtesy to the neighbor. Neighbors should work out major line issues together, in an ideal world.
