The existing wiring comes out side the cement. They want to run the wire inside the wall. It seems like cement block with stucco finish. I do not see
How this can be done. You can run a conduit pipe on the wall to the outlet box
But they want the wires inside that wall.

Cement block has hollow sections... you CAN do it (run wires through it) but you won't be putting conduit inside the wall now... you will have Romex fished through it.But I know what they mean to say.. a conduit box with a stub that allows them to seal up the hole from weather or bugs... but it won't be conduit all the way.

Actually.. After thinking... depending on the access at the cap.. its possible they are referring to flexible conduit which might be possible... if difficult to do. But no way are they talking about rigid conduit.
