I have a Black Max 8125 generator, It will not increase RPMs under a load,Is this a governor problem?

First thing... it shouldn't be increasing RPMS under load and it shouldn't be reducing them under no load. The purpose is to keep the rpms the same... or you would NOT be maintaining the desired 60hz line frequency.
The gov should give it just enough throttle to maintain its speed.

Hi,
Many generators have an idle-down when nnot loaded which should turn off with a load. Most generators do have what is called governor-sag when loaded that translates into about 50 RPMs per 1kW.
