I live in orange, California. If someone is on felony probation and has violated their probation by not checking in and gets arrested can they bail out?

Generally, no. Probation violation is NOT a crime, in and of itself, so bail is not available... Bail is a Constitutional right because we PRESUME the arrested person is INNOCENT..
A violator of probation isn't an innocent civilian.
