In the Military If a Prisoner of war was Interrogated. Would Tickling feet be permitted. Would it be Torture that's permitted?

You mean tapping feet ? No, that is a sign of impatience or nervousness.

The Geneva Conventions do not permit any treatment that meets the definition of torture. So the answer to your question is no, that is to say that if tickling meets the definition of torture, it would not be permitted.
