On what ground I can file a motion to dissolve the writ if the bank Garnish my money on the court orders

Probably none. If a writ of attachment was executed on your bank account, that means a judgment was awarded. The time to fight was when originally sued.

Unless, the bulk of the money in the account is from exempt sources (i.e.social security) then its unlikely you can quash the writ.

What about money is from claim of insurance company for the roof repair which was damaged by hail.

The insurance payment is not exempt. Again, were you aware of the judgment?
