If a 501C3 board records their meetings, and creates minutes from that recording, does the recording become public record? I want to know if I can request the recording.

A section 501 (c) (3) organization is, first and foremost, a creation of state law, usually a not for profit corporation. The corporation laws vary from state to state, but in general only a member of a non-profit corporation has the right to see the minutes.

If an audio or audio-visual recording was created, that would probably be over and above the requirements of the law, and even a member has not specified right to the recording, absent provision in the by-laws.

If you are a member, ask the secretary of the corporation for a copy of the minutes. You might also request a copy of the recording.
