Why am I not getting hot water out of my electric hot water heater? I have 220V running to the heater and all the plumbing is hooked up correctly (as per a professional plumber). The plumber even checked the heating elements of the water heater.

There is no hot water. I waited over night with power hooked up to the heater and still no hot water. ICE COLD ground water. Its not heating at all.

Did the plumber fill the water heater while the electricity was on? If so, then the plumber burned the heating elements up and they will need to be replaced!
Did the plumber test the elements for continuity? If not, and you are comfortable with an electrical tester, then you can disconnect power from the heater and then disconnect the wires from the elements and test the elements for continuity by touching each test lead to a screw on the element... test both upper and lower elements in this way.
Otherwise, you need to follow the power through the thermostats and find where in the loop power has been lost.
The first thing to try, however, will be to push in the RED RESET BUTTON on the upper thermostat... could be that it simply needs to be reset. Here, remove the upper thermostat access door and look under the plastic shield... should see a red reset button. Push that and if it clicks you should have hot water in an hour or so! If no click, back to the steps above.
Please let us know what happens, OK?

PS: In the future I wouldn't hire a plumber that can't at least troubleshoot his own work!
