2 ways, apply at Citizenship and Immigration Canada | Citoyenneté et Immigration Canada (http://www.cic.gc.ca) under the skilled worker class (but I don't think administration is a class of worker that is lacking in Canada), so honestly this would most likely go nowhere.

Best way is to apply to canadian companies online and see if they will do the paperwork for you.
