I have been in 2 kids lifes 1 for 10 yrs on and off when her mom is not mad at me or controlling things I am not on her birth certificate then my boy same thing no birth certificate now she wants more money and has gone to the state for money cause she has just had another kid and is to lazy to work. Can I sign off on rights and refuse a paternity test? That is what the state is wanting is paternity tests done.

No and no. You can't sign off your rights and you can't refuse a court ordered paternity test.
If a parent goes after child support for someone not acknowledging paternity, the state asks for a paternity test to confirm paternity. This is more for your protection than anything else. If you refuse, they may just assume you are the father.
If you have not being paying support under a court order, then the state may assume you have never paid support.
