So I hit a pot hole and my front passenger tire started wabbeling. I can't go over thirty or it is real bad. I replaced the tire and noticed the cv boot is now ripped. The new tired didn't help what can it be? It is a 99 acura tl

Could have bent the rim or axle shaft. Let an alignment shop take a look.

You may have damaged the lower ball joint. If they shear off, they can rip the whole wheel and steering knuckle assembly off, which will make for a bad day. Should it need replacing, go with a Moog ball joint. A good mechanic should be able to identify the problem easily.
You can buy a new Cardone Select half-axle, with a lifetime warranty, for $50. They are easy to pop out and replace:
