I bought my Central Park 40 lawn mower to make exercice keeping my garden grass short, but is so very, very difficult to be pushed, even on a flat concrete surface, that become impossible to cut any grass.
Does it need to be oiled?
Where? How? When?

First of all is the mower a manual or hydro?
If it's a hydro there should be a release arm that releases the pressure in the transaxle to make it easier to push the mower if it quits or runs out of gas. If I had to guess I'd say it was under the seat on this mower. If it is a manual (5 or 6 speed) then as long as it is in neutral it should push fairly easy. The only other thing that might make it hard to push could be the brake hanging. It is located on the side of the transaxle housing with a long rod going to it. Try working it back and forth and see if it pops loose.
