The ac fan won't run with ac on or off. The fuse and relay work, connected fan to external power it ran fine. There is power to the fan connector(13.6V), connect fan or light it blink once only. What could be wrong , resistor!?

It may not need to be running. Don't confuse the a/c fan with the radiator fan. They operate very differently. (Both are included here.)
You will need this schematic and some experience with automotive wiring:

All switches and relays are shown at 'rest' with the key off. Look for what controls the relay (makes it close) and fault trace the circuit.
