My father has swollen feet look like elephant feet and its peeling bad.. hard for him to catch his breath.. he has open bed sores and hallucination.. he refuses to go to the hospital.. what is going on with him and what can I do to so he can get medical attention

This is an emergency situation and he needs medical attention right away. He must go to the hospital right now. Call for an ambulance.

Some possibilities:
His blood vessels can't pump blood back from his feet to his heart. His heart is getting congested as are his lungs, and air isn't getting oxygen from his lungs to his blood to his heart to his entire body, including his brain. In short, if he isn't treated at the ER today, he could die today. Oh, and the peeling skin can easily allow infection in, speeding up his death. So ditto to the ambulance if you haven't already.
