I reserached dog breeds for a year before I found the bread I wanted then I serached 6 months to find a purebred norwich terrier puppy for sale. A breeder in mo sold me one with papers a year ago now I find out it is a cairn terrier.can I sue?

Sure you can sue, but will you win.
In a case like this you WILL need expert testimony to prove your case and also you'll need to show that you where purposely misled in this transaction.

At then end of the day what is your cause of action.

Many norwich breeders are now being exposed. ACA regestrants have been DNA tested and papers revoked

You would have to sue in the state where the breeder resides.

What is the difference in value between the dog you wanted and the dog you got?

Are you ready to return the dog to the breeder in exchange for a refund?
