The children lived with custodial parent, has moved in with noncustodial parent, what happens with child support? Non custodial parent is thousands of dollars behind on child support and states she does not want child support.

The person who was non-custodial is still responsible for BACK support as well as ONGOING support until the Court Order changes. Only an Order can change an Order.
If the party who is owed the money decides to waive it, then she just doesn't try to collect - but keep in mind that it never goes away and she can attempt to collect in the future.
The custodial parent should now go to Court and request that the Order be changed concerning ONGOING support.
