The inspector needs to provide a reason, whether it is defective, or incorrect.

If it is an issue regarding the National Electric Code, he needs to provide the section number.

Ask why, with documented backup.

Thank you, we are selling our house and at this point they are being unreasonable with our explaining, we may just have them take a hike and put it back on the market!!

Home inspectors can be murder for sellers. They very often ask for unreasonable or completely unnecessary things.

From you question there is no way to even guess at why he is calling this out.

Without a reason it is hard to tell. One of the more common scenarios is finding too big a breaker for the feed line ampacity to the subpanel.
