The father of my child hasn't seen my child in about 2 years and hasn't paid child support in about 9 months. Is in the arrears fr about 12,000.00 He has ask to modefiy the child support it is already a minum wage. Also now he all of sudden wants to see the child. My child doesn't want to see him. This guy is a real winner isn't working due to he got hurt. He doesn't have any income coming in. and lives with famliy. He only has 1 Sunday a month for 8 hours supervised

I am sorry, but being behind on child support is not related to visitation.
You have the right to take him back to court for his non payment, if he has listed visitation, he should have that right. If you wish to change the visitation rules, you can apply with the court to have it altered if possible

Just because your child's father is behind on child support you can not keep him from seeing his father if your court order states that he has vistiation rights. If you keep your child from seeing his father then he could get you for contempt of court because with holding him from seeing his child because he's behind on child support would be like ransomeing the child (Child Support).
