My washer won't fill with cold or hot water

First question (sorry if it's obvious): did anyone turn off the valve or valves next to the washer? Some have a single lever that turns up or down, or sideways, to turn on and off.

I guess all our plumbers are on holiday.
I'm going to take a wild guess and suggest that you move the knob to the next step after fill, and see if it starts to turn.
Maybe there is a circuit board controlling each step and the fill circuit is loose or disconnected/broken.
