I have been the sole provider of my son for 11 years. I never filed for child support or full custody, his father filed for full custody and child support in Maryland and I filed a counter suit to his complaint. As we move into the case the judge has allowed shared custody and very little support, but has yet to make a ruling. I am now moving to DC and want to know if I can file a motion for dismissal based on jurisdiction before the ruling?

No. Once the case has been filled it remains in that court's jurisdiction until both parties move out of the jurisdiction.
Why didn't you file for support right away. You owed it to your son to get support from his father. I'm not surprised the judge has ordered shared custody and minimal support. I suspect you may have kept your son from his father and the fact that you never filed for support is saying to the judge that you don't want it so he's not giving it to you.

No, Does the father live in Maryland ? Will you move hurt the visits and shared custody ? You may not even be allowed to move, he may file to stop the move of the child, if it makes it harder for him to see the child. So you may want to clear this move thought he courts

I can't imagine a move from Just about anywhere in MD to DC to affect visitation.
But if there is pending litigation it would be best to get court approval.
