My daughter in NYC tried to book a flight through a travel agent on the second credit card for which I'm the primary holder. The transaction was refused and my daughter then cancelled the transaction. Three days later the travel agent tried to push the transaction through by phoning me. Is this legal?

Complicated! Without going in to tedious details, I just want to know whether this US based company had the legal right to approach the primary card holder when the second card holder had already cancelled the transaction? They called me without identifying the name of the company at 10.40pm in the UK when I was asleep!
