How to file abandonment charges for a parent that gave me custody of 2 children that were born outside the U.S I cannot get them on my insurance and the children have medical problems the agreement was for the mother to sign adoption papers but she disappeared after signing the custody papers and did not show up in court and will not sign the adoption papers that was 2 years ago.She is on Facebook but does not answer any of my messages
