First of all he didn't say he loves and misses me back, and then always when I want him to call me or I call him, he's like I'm busy or I will call you later, and he never did and he doesn't call me baby or bay or babe anymore.

Just watch him for a while. If his such behaviour persists, then say 'good bye' to him.

I'm 13 and he is 14 and thanks I really like and love him but I don't know I feel like we drifting apart

Which country (both of) you are from? In most of the countries, the minors are not allowed to have such relationships. Just concentrate on your studies. Friendship is fine, intimacy is good but the four-lettered word 'love' should interfere in your life only after you cross the earlier part of your teenage. Just be adults and then you can have love, sex and anything under the sun. For the time being, just focus on your studies and your parents. Love your parents. I hope you got my point. Good luck!

I don't know that he's cheating. What else is going on in his life? Is he getting stressed about going back to school? Are his parents on him for something?
How is he when he sees you, when you are together?

We live in the u.s.a and we have been dating for 4 and 1/2 months and my family likes him and wants to meet him
I just know he is bipolar and he has a disease and a disorder and he almost went to jail for getting in a fight
He is good when we are together and I don't know I just know his mom was mad at him about his fight

I just caught this - she's already posted that she is 13 and he is 14. I must disagree with your "intimacy is good" statement.
No, intimacy is NOT good at that age. She IS in the "earlier part of her teenage [years]," and I'm not even sure that love is appropriate. Of course, "love" varies from person to person.
By dictionary definition I believe intimacy is highly inappropriate: "An intimate relationship is a particularly close interpersonal relationship that involves physical or emotional intimacy." She is 13 years old!

Sometimes it's hard for guys to communicate... sometimes the care/friendliness just can't come out. If he's young (13/14 years old) and has bi-polar issues that means that he might sometimes feel stressed, down or just not communicating very effectively on a given hour or day...
Be patient with him.
