I would like a answer to my question on being bonded out of prison?

The ADC bond is used for those convicted but still being held in county jail. That have not yet been placed in prison. The state does not pay the county jail for housing of inmates and can not take them to prison often for some time due to over crowding.
So the ADC bond allows a non violent criminal sentenced to prison to be bonded out and report in by phone daily. They are required to turn theirself back in as soon as there is room in prison. This time does not count toward your sentence

In the state of Arkansas can a person convicted of non-violent sexual assault do the RSVP program outside of prison

No, it is a secure program, the inmate is either in the actual prison or in the program that is near a medical facility but still in secure housing. The inmate has no choiice of where.
I am sorry, this person is going to have to serve their time locked up. It appears you are trying to find some way for them not to be in prison
