The power shut off during a storm and my ac has not turned back on. The fan inside is blowing luke warm air. The central ac unit is humming but the fan will not turn on. Tried turning the breaker off, waiting 20 minutes and turning it back on, nothing. Checked the coils and they are not hot, the fan spun when I pushed, so it is not blocked. Hoping to fix this myself. From what I am reading it might be the capacitor. Where is this and how do I replace it or could it be something else?

Why on earth would you think it's a capacitor? That would not even figure in your problem. You will need a meter to check it out. My first guess would be that the fuse to the control power transformer is blown or the transformer blew out. You will need a meter to check it out to see if you have 24-30 volts to thermostat and 220 volts on the main circuits inside and outside. You may have lost a leg of power or just about anything else. Here is the first thing you need: https://dl.dropbox.com/u/8010163/Whirlpool%204322537A%20How%20to%20use%20Test%20Equ ipment%20Service%20Manual.pdf

If you will use a meter and find where you lost voltage you will fix it in no time. It's very easy to do, just be careful to touch electrical parts with the tips of probes when live. If you use meter in "ohms" mode turn off all breakers on ac and test for voltage first.
