Have you filed a claim against his Estate? Have you filed with Social Security?

Is there Court ordered DNA or other acknowledgement that he is the father?

how do i file a claim against his estate ...

Check with the clerk of your nearest state court and ask if a petiton to probate his estate has been filed. If so, write a letter to the court, cc to the personal representative (or his/her attorney) stating that you are owed so much for child support. You might want to attach copies of your CS paperwork.

... and how do i file social security ...

Contact the Social Security Admiinistration and ask.

Would I speak to the clerk in the county he lived or in the county wher they had his funeral?

Please don't start a new question on the same issue. I've merged your threads.

Start with where he lived. If no probate was filed there check the other county. If neither you file where he lived.
