How long after marriage can I apply to fix him papers and how much is it.And will he have to leave to mexico in order for him to apply.. hes been here since 99..

Is your husband in the US legally? Are they here as a visitor? Do they have a work permit, etc?
Your husband can apply for their Green Card either within, or outside of, the US. I can't find a place that mentions how long after you are married that you can work on the application. I assume right away but keep in mind that you need to prove your relationship is genuine, so if you do not have a lot of proof (chat logs, phone bills, joint bills, bank accounts, etc etc) you may wish to wait a bit to gather said proof. A lot of people think that getting married is a free ticket in - it's not.

You can apply immediately after marriage. If you choose for him to stay it will be a higher fee for that process than it would be if he were to return to Mexico. You can go on USC.gov to find out what the fee will be.
