One circuit during a thunder storm always
Affects the clock and TV. They still have power
And the breaker does not trip. But I have to be reset the clock, and turn the TV back on. They are on a power strip. Do you think I should use a power strip with a surge protector? Would that make any difference?

A surge protector would not solve that problem. A battery backup like the type used for computers would keep those devices in operation but whether it is cost effective for you to do so is the question.
An atomic clock would also solve the clock resetting problem.
I think that most of us go through those same difficulties after very brief power blips, and it is annoying.
