Is it true that Ohio no longer sends Felony 5&4 to Prisons

According to this a 4th degree felony in Ohio is 6-12 months in jail with a $5,000 fine. A 5th degree felony in Ohio is 6-12 months in jail with a $2,500 fine.

Because of over crowding, SOME judges in SOME areas are trying other measures, but it is by a case and case judgement.
