My foster mom have custody of my child because of mistakes that I made in life she have temporary custody of my child what do I need to do to get my child back

I have my foster daughter child and the child is 2 years old I had the child since she was about 7 months old. My foster daughter who pop pills and I not sure if she is still selling her body illegal decided she would like to have the child back. I do have temporary custody of the child and will like to raise the child. My foster daughter want her back which she can not provide for the child housing, and things she need to survive What do I need to do to make sure my grandbaby stay with me where she is loved and cared for. Her mother have a sickness called bipolar. She just had another baby and is living with the fathers mother both she and him. What step do I need to take to make sure the child I have is safe and what can I do to get the other one?
