Have you talked to local bankers?

20,000 is not much to do anything with a restaurant, what do you plan to do with the money. I mean a remodel of a restaurant will be 200,000 or more for a real update. 20,000 is not even operating money for a month for most
What is it you plan to do?

Prepare a business plan that show the income currently generated by the diner and how the $20K will increase revenue so that you can pay back the loan. Then take this plan and present it to local commercial bankers. Also talk to your chamber of commerce for recommendations. There might be government loans available to fix up your area.
