I remember watching this video/movie as a kid. It was a little boy with maybe red hair and freckles and it was kind of like a safety video. It was teaching about matches and fire and water safety. For Some reason when I think of it, the book "alexander and the terrible no good Very bad day" comes to mind. I don't know if that has anything to do with it. Maybe 90s? It's been driving me crazy and I can't find anything on it anywhere!
