Does dcf grant custody to the other parent without having to go to court. How is other parent fit, when he has no job and the girls are sleeping in one bedroom with him?

Impossible to answer without more info such as location (State/Country) and details -
There's permanent custody and there's temporary custody. Apparently you would prefer that the children be placed in foster care?
I don't know how a parent with no job, sleeping in one bedroom with his daughters, is fit - or, for that matter, unfit, not without more information.
Who are you in this scenario? At any rate without additional info it is impossible to know.

I am the mother of the two girls. And a couple of months ago, I lost my job and my car so the girls had to stay with their father. And before that I had them living with me for two years in my apartment until I lost my job and car. The only reason I let them stay with their father is so that my older daughter would not miss school and because I didn't have a place for them to stay. But its been a fee months later and I am back on my feet. I have a job and I have a place and a bedroom for the girls. He always fights with me in front of the girls when we would have to see each other. And now he is telling me dcf gave him custody. So I was wondering how is that possible when he has no job and he lives at his mothers, not a problem. But the girls cannot grow up sharing a room with their father. Would we have to go to court for a judge to decide on custody. Id like to have custody of my girls. I live in jacksonville Florida.

You would be notified if DCF gave him custody. I'm not saying he hasn't file in Court for custody. I am saying DCF would notify you.
I'm confused about the history - now they are living with their father. Before that they lived with you for 2 years. Before that - ?
Was he unemployed in a one bedroom apartment when you allowed them to move in with him?

Okay. The history. We were together for six years. The girls lived with us in our apartment. He constantly would fight with me in front of the girls and sometimes it would get violent. It got so bad towards the end so I broke up with him. He went to live with his mother at her house. He did have a job and only helped me for five months financially. After that he stopped helping me. I worked a lot and the only babysitter I had was his mom. So I provided for the girls alone for those two yrs. Things started getting harder. He got fired from his job so I really didn't have his help. And he would always give me problems when id take them over to him. Very bad bad problems but I had no choice. It was the only way I could work. He is a good father to them. But him and I don't mix. I always avoid an argument but he always has to start one. And for these four months I've been trying to get back on my feet he tells me dcf gave him custody already. And I do have a job and have a permanent place for the girls and I to live. I have a way of getting them to and from school. He still has no job. And they share a bedroom with him at his moms.

Has there ever been a court order awarding custody? Did you sign anything or go to court when you turned the girls over to him?

But to answer that, yes, the fact he has no job and that living conditions are tight would not stop him from getting custody.
It may stop DCF from recommending or agreeing to it. DCF often has its own rules and guidelines they follow, that are not "laws"
