All I remember is that one guy gets out of prison and there's a joke about there being no money in sneaking people into Mexico anymore. There's a rumor about a radio dj's pirate studio out in the desert somewhere and everyone's looking for it. The government is run by televangelists or something and the star of the union address is mandatory. Somehow they get the tapes and interrupt the broadcast with them, riots break out. Sorry, that's not much to go on.
