I would like to know the US chaniging visa norms that are providing work authorisation for spouses of certain H-1B visa holders, is it true?(OR)Still the statistics need to finilize for this new visa norms?

Actually my wife is qulified in B.Tech Computer Science and she worked in india. Now she have H4, she can work without any conversion from H4 to H1B or still need to wait for new chaniging visa norms.
