The legal age of consent is uniform in Canada, and it's 16, but, there's a but.
If a person is under 18 and touched or exploited by a person in a "position of trust or authority", or if the youth is in a "relationship of dependency", or if the relationship is "exploitative", then that is illegal.
The position of trust under 18/anti exploitation laws are as such that a judge may choose to term a situation to be sexual exploitation based on the age of the younger party, age difference, evolution of the relationship (how it developed, e.g.: quickly and secretly over the Internet), the control or influence over the young person (degree of control or influence the other person had over the young person).

He's not the legal age of consent. He'd need permission from his parents to date you, and any physical contact (kissing, hugging, etc) could be deemed a sexual act, which would not be legal at his age.

May I ask why you want to move to another country at 17/18 years of age to possibly date a teenage boy? Is that your only reason for moving? Who first brought up your moving to Canada?
Have you met your mutual friends in real life or did you meet them on the internet too? How do they know him?

Then I suggest you read my first post to you. This could end very badly.

Then it wouldn't be a good idea for you to up and move to Canada for a boy who is underage, whom you actually don't know personally. There are people out there in this world who pretend to be underage just so that they can arrest child predators.
If you've never met him face-to-face, you can't be certain 100% that he is who he says he is.
