I have a rotation device that uses 93 watts and runs at 250 rpm if I connected this to a turbine that puts out 300 watts or 1000 wats is the out put greater than the use

No, this is impossible and goes against the laws of physics and the universe.
What you are proposing is a perpetual motion machine. Scientists have been trying to do this for centuries.
