Water level in the toilet drain

When you look into the toilet drain when the toilet is off, should there be any water inside? If so, what level? There is water in mine and it's about 5-6 inches from the top.

Define "toilet drain" and what's meant by "toilet off"? Do you mean when the ballcocks shut off or when the supply's shut off and the tank drained? Are you referring to the water level in the bowl? Please rephrase the question giving us more details. Regards, Tom

The water that is static in the bowl is called a 'water spot' this water spot level is determined by the level of the trap in the bowl. Many toilets have the outline of the trap visible from the side. Measure the trap and then the water level. They should be the same.
