My nephews electric is shut off for a bill his deceased dad has with the electric company. The house he lives in with his girlfriend was never occupied by his mother or father., but they insist his mother lives there. Can they refuse him electricity?

The burden is on him to prove he doesn't owe on an account elsewhere. I think some facts are missing from this story? Did he live with his dad in another house? Is his mother still alive? How did they happen to connect him with his parents?
