I just gave birth to my 2nd child and its been 2 months now, I don't breastfeed and I'm wondering why I still don't have my menstruation, Is it normal that I still haven't had them after giving birth? I recall that with my 1st child it wasn't this long before I had my menstruation, do I need to see a doctor for my matter or should I just wait until I have it, and does this mean I'm not producing fertile eggs yet and its safe to say I'm at a safe level when in terms of having sex with my husband?

It can be completely normal. Some women stop having a period all together after giving birth, and have absolutely no problem getting pregnant. Not having a period doesn't mean you're not producing eggs so I'd use protection while having sex. Since its only been 2 months you still have ample time to have your period. It's very common to miss your first or second period after birth and you would just be having your first, depending when your post partum bleeding (lochia) stopped.
