I have been told that to be asked to pay a fee for a us military soldier to return home was a scam. If the us officer wants to leave and be retired out of service does he have to pay his own flight home.

You ask about paying for a flight "home," but I think you are really asking about relocation benefits as the ex-military person finds a new job and starts a new career (perhaps with family in tow). If the person is leaving involuntarily then the benefits for relocation are pretty good, but if leaving under his own volition the relo benefits are a little less so. These relocation benefiits may cover a trip while still on active duty to research housing and job prospects in the person's new towm and may include assistance for spouse and family and moving of goods. This site provides a good overview: Military Separation Guide VetsFirst (http://www.vetsfirst.org/military-separation-guide/) . It says this about transportation to the new city of residence:

Once you have chosen your new hometown, you should arrange for transportation counseling. Schedule an appointment with your installation's Transportation Office as soon as you have your orders. The reimbursement amount for moving expenses is limited. If you are stationed overseas, you may be authorized to ship an automobile to the United States. Motorcycles may be shipped as part of your personal property. Please note that airline tickets must be purchased from the Commercial Travel Office (CTO) under contract to your branch of service. See www.secureapp2.hqda.pentagon.mil/perdiem/ for more details.

Can you tell us what organization is soliciting funds to pay for ex-miltary trips home?
