I live overseas and am what in legal terms they call stateless. If the insurance is state based and I am not a resident of any state how can I qualify for insurance? If I can't get insurance will I be assesed the IRS penalty for not having something I can't get?

If you file a return, then you may be assessed. You need to talk to a tax professional when you file your 2014 return to see how this affects you.

While some of this is still fuzzy, most policies will still be sold by individual companies, so you can purchase one from any company. The issue is how long will you live over sea, since most US policies are limited on what they pay, if they pay anything at all, over sea. Most time you travel, you need to purchase health insurance in the nation you are living to have any effective coverage.
