Baby was born in state 1. momma moved to state 2. The sperm donor wants to terminate his rights and have nothing to do with the baby. SD is not listed on the birth certificate momma wants to have papers legally done for him to sign saying him nor family will ever try to contact. Should that be the correct way andshould she file papers in state 1 or state?

Sperm donors have no rights, you would have went to a clinic and got sperm normally from a unknown source. I am surprised you were told who the donor was. This is not how most of the sperm banks work.
I would consider suing the sperm bank for giving out your info as to whose sperm you received from the sperm bank.

I do apologize. It was her boyfriend but since he up and left I refer to him as sperm donor because he has only done that.

The father of your child is not a "sperm donor" if you had sex with him, he is more than that.

Sperm donor should not be used as a pejorative term. Hence our reaction.
In any case, the thread that AK linked you to should explain that he can't just give up his rights.
She made the decision to have sex with him and she needs to live with that decision.
