What does designing a viable rolling chassis mean in a car and which parts are supposed to be included?

Literally... something that can be pushed around and steered. But not complete enough to be driven.

I'm designing a viable vehicle rolling chassis for my final year project . What exactly should I focus on ? I mean which parts should I include ?
Can somebody give me a guide please because my supervisor doesn't seem to be helping

That means everything but the interior pretty stuff... nor does it include the powerplant or transmission... or electrical system, or fuel system.. or brake system, what remains is the rolling chassis. I.E. the body and suspension that is compete enough to attach wheels to and "roll it around"
