Purchased used "project" car in 2010. Seller signed title and bill of sale, but did not have me sign anything (due to me wanting to gift the car to someone and we would put their name in the title). Towed the car home and have not been able to complete any work on the car. Car was never registered/no insurance/no signing ANYTHING (but the car was never driven because I knew that would be illegal). Car is still sitting in driveway and we want to get rid of it--possibly sell to someone who works on cars, but I am unsure how any of the title/bill or sale/etc works. After looking at the title (two years later) it states there is a penalty for not registering and turning in title within a certain timeframe. I need advice on options and any information on legal standpoint---I had no knowledge of the requirements and now we are in a sticky situation. Not sure what is best to do...

These are state specific issues... what state would this be in... you may not have registered it... but when they signed it... they can rightfully claim it became your problem.

Get back with us on WHERE this is... why don't you just go to the DMV (Department of Motor Vehicles) or the MVA (Motor vehicle administration) in states that call it that... get the title transferred to you... pay the fines... and then you will have good papers to sell it...

You technically can't even scrap it unless you hold title to it...

Also, it could be that this penalty only applies if you actually drive the vehicle.
