People tell me I am an awesome singer and I want to make a name for myself but I can't write a song and I need someone to write a song combining singing and rapping or it can be beyonces style I'm 13 please help!!

Practice! I was a terrible poet and lyricist at your age. It took 6 years of practice to get where I am. Don't be discouraged if you think it's bad, just keep writing and eventually, you'll notice that you are improving.
Another thing is, don't try to copy someone else's style. Do your own thing, and eventually it may or may not match up to the beyonce style you are looking for, but the more honest you are to yourself, the more you can discover what kind of writer you are, and that's the only way you can move forward.

Or maybe team up with someone who cannot sing but maybe can write music. Maybe?
I think maybe I can write music. I could try to write some for you. Who knows maybe we would make a good team. Just a thought. I have no experience but have big visions.

You could try looking into your local music shop. A lot of times they have programs that bring young musicians together and some stores might even book a show for you after your lessons are up

Don't rush it. These things come with time. No need to hurry. The best way to get started is to do a mind map (or jot down) what you are feeling at a particular time. Write a short poem with about 3 sections and then think about changing it and developing it into a song with a bridge, chorus etc.
