The freezer is keeping a bag of ice frozen.Will not freeze meat or ice cream. The fan is running all the time. I took the panel off the front of the coils and the bottom two coils are frozen with a lot of ice. I turned it off until ice melted, turned it back on and within minutes only the bottom two were frozen again. Please Help!

Try cleaning out the coils under the unit and check to make sure the fan is working on condenser, too. When coils get dirty it does the same thing you have described and if they are not cleaned compressor will burn up. Unplug and remove rear cover, then spray coils down with liquid soap and wash off with sprayer on water hose until clean. Make sure to clean fan, too. Replace cover before re-starting. If they were dirty this will cure problem unless you damaged compressor by not cleaning it every six months.
