I have been diagnosed with PTSD and the city has all my paperwork from the Dr. I remember signing the authorization for them to request the paperwork but not for dispersing. I had filed for medical retirement and have been delayed 3 times to go in front of the pension board, which is not a legal proceeding. They have stated that they wanted national experts to look at my case and would not be more specific. Have they violated my Hippa rights by dispersing my therapy notes to various people in the nation. The city was caught with their pants down and had no idea how to handle the situation and are shopping for a defense.

No, they are within their rights to consult with other experts to evaluate your claim.

No, they may have other medical and legal experts review and consult on the case.
